  3. You can set up a mini-tiny dam and a mini generator to create enough electricity for one household's use. Everything could be packed in a big backpack.

    It is the mini-dam for a village use, or a proper river dam, that is killer.

      I doubt it will be a Bachelor's Degree in Civil Engineering with a specialty in Waterworks.
      Building a flood control system is unexpectedly hard... You can't just hope to: Slab a concrete at the side of the river and all be done.

      To control a flood you need to built a series of dams, water gate, retention ponds, terraces, water diversion channels, levees, bunds, reservoirs, or weirs. Tailored and individualized to local topography.

      Even building in building a simplee levee, he need to calculate bearing stability, lateral and rotational movement, the slope, etc...
